Kevin Rideout, a pilot with the North Carolina-based evangelical group Serving in Mission (SIM), was seized by unknown assailants outside his home in Niamey on 21 October. It is believed that he was moved around the volatile Liptako-Gourma border area between Niger, Mali, and Burkina Faso, which is overrun by jihadist groups.
Background to the Release
SIM confirmed Rideout’s release in a statement on 14 August, expressing gratitude that he is in good health and in the care of US officials. While details of the release remain scarce, it is understood that his freedom was a priority for the US administration, which set up a joint intelligence group with the Sahelian states of Mali and Niger to focus on the tri-border area.
The White House and the Sahelian states have been working together to secure Rideout’s release, with former presidential envoy for hostage negotiations Roger Carstens and former State Department special envoy for the Sahel J. Peter Pham playing key roles in the efforts. Improved coordination with the Alliance of Sahel States (AoSS) is credited with helping to secure Rideout’s release, with the US actively engaging with the AoSS rather than lecturing them on human rights and democracy.
International Cooperation
The State Department’s Africa Bureau senior official, Nick Checker, visited the three AoSS countries in February and March to renew cooperation on a practical foundation and rebuild confidence through continued dialogue and engagement. The talks touched on intelligence sharing and getting US eyes in the air in the search for Rideout. US Africa Command (AFRICOM) also deepened its military cooperation with Nigeria, which allowed the US to fly surveillance missions from its bases to help locate Rideout.
