A long-standing territorial dispute between Japan and Russia has escalated after Russian President Vladimir Putin paid a visit to the disputed Kuril Islands, a move that has drawn sharp criticism from Tokyo.

The Kuril Islands, which Japan claims as its Northern Territories, have been a point of contention between the two nations since the end of World War II. Putin’s visit to the islands on August 13, 2026, marked the first time a Russian president has set foot on the disputed territory, sparking outrage in Japan.

Historical Context

The Soviet Union seized the four southernmost islands of the Kuril chain in 1945, and they have remained under Russian administration ever since. Japan has consistently asserted its claim to the islands, which it says are an inherent part of its territory. The dispute has hindered efforts to sign a formal peace treaty between the two countries.

During his visit, Putin met with local officials, visited a fish-processing plant, and toured a hospital and school on the island of Iturup. The move was seen as a provocative gesture by Japan, which has accused Russia of trying to assert its control over the disputed territory.

Diplomatic Fallout

Japan’s Prime Minister Sanae Takaichi condemned Putin’s visit as ‘absolutely unacceptable,’ saying it offended the sentiments of the Japanese people. Foreign Minister Toshimitsu Motegi also criticized the move, stating that the disputed islands are an integral part of Japan’s territory under international law. Motegi summoned the Russian ambassador to protest the visit, highlighting the deteriorating relations between the two nations.

The visit has further strained ties between Japan and Russia, which have been deteriorating since the conflict in Ukraine began in 2022. With Japan imposing sanctions on Russia and providing aid to Ukraine, the dispute over the Kuril Islands is likely to remain a major point of contention between the two nations.
